Heba or Tian? Heba; the Doctor is very much thrill-seeking type of character, constantly jumping headfirst into things without fully thinking everything through because he's so used to having it figured out by the time he lands. He's a direct and blunt individual even though he's softened over the course of his character arc. Despite that, the core of the Doctor is his desire to leave a place better than he found it and help anyone that might need help.
Acquired Ability: Flawless restoration. It encompasses some of his own psionic abilities where he can calm a mind or put ideas into it, but if this seems too overpowered, I’m happy to nerf it or just keep it to regular ol’ healing powers!
Personality Traits: Please summarize your character's personality by giving a list of six traits, three positive and three negative.
Positive

Pragmatic
This version of the Doctor knows that he has to make the hard choices, but the hard choices aren't always cushioned with kind words. He's good at removing himself from situations so that the burden of the decision falls on his shoulders instead of others around him. He'll always try to save everyone but he also knows that sometimes the only choice you have is sacrificing some life for the greater good.
Righteous
Despite grappling with the idea of whether or not he was a good person for the first chapter of his season, the Doctor realized that all he was trying to do at the end of the day was do the right thing. He's a 2000 year old being who has had time to develop his own opinions of right and wrong, and he's a stubborn man, but he can and is always willing to learn from others at the end of the day.
Compassionate
The Doctor has met so many different types of peoples and scenarios over his lifetime, but if given the choice, he will always err on the side of kindness. We see countless times how much he actually does care for people even if it's buried under the dry Scottish accent and furrowed brows. He'll willingly sacrifice himself and throw himself into situations so that others don't have to do the same and often dispenses humor to try and put others at ease (with varying results). His compassion is very apparent when he's face to face with children: he insists it's okay to be scared because it's a superpower and he's always willing to be the monster that the monsters fear.
Negative

Blunt
He doesn't mince words. Even in a dire or sad situation, the Doctor doesn't have much skill in terms of bedside manner. It can come across as rude, and regular social niceties are somewhat difficult for him to grasp although he has since gotten better at it. At one point with Clara he relied on the use of cue cards to try and guide him through situations so he wouldn't sound as rude.
Manipulative
The Doctor always lies. Always has, always will. It isn't usually out of malicious intent and it usually chalks up to what he thinks is best for the situation at the time. Despite being this silly, kooky man at times, the Doctor is incredibly good at orchestrating situations to run in the way that he deems it best.
Selfish
The Doctor ran away from the Time Lords and shuns quite a few of their haughty characteristics. However, he's not perfect and can be at times, an incredibly selfish person. Even though he knows that time must pass and march on, he still clings to people and ideas just like the rest of us do. We see it when he loses Clara and he thinks he's lost Bill. The Doctor acts out when he's cornered and it sometimes results in him tossing aside any consequences that might come with his actions when he's upset.
Canon Abilities/Skills: Wiki
Suitability: I love the idea of throwing the Doctor head first into a scenario where he knows people need help, but it's a conflicting situation because of the whole war element and loss of life. This regeneration isn't above making hard decisions as long as it boils down to being as kind as he can. That being said, the point I'm taking him from makes it a little more interesting because of his reluctance to continue losing people. He may very well revert to his colder state like at the beginning of his arc because he's fresh off losing people that meant a lot to him and isn't sure about his own fate. I'd love to explore other avenues for helping remind him what he's really there to do: help anyone who needs it.

What are your character's feelings on freedom? How would they define freedom? How important is it to them? Would they fight for it, or have they fought for it in the past? If they have, how did they go about it?
Freedom is arguably one of the most important things to the Doctor. Freedom to him is being able to explore and exist as he'd like while being kind and doing as little harm as possible which is what led him to stealing a TARDIS and running away in the first place. The renegade Time Lord desired adventure and wanted to see what the universe had to offer. He's fought in wars before, some people referring to him as a warrior, but his duty of care can extend to all life forms, even those that he may have a particular distaste for. He wants to believe in his heart of hearts that situations like war can be handled with kindness and people with different views on life can coexist peacefully.
Describe a formative moment in your character's life, something that changed them and defined who they are as a person.
From the start, the Doctor had been far more cold and calculating than his previous versions. It really caused him to think about whether or not he was a good person. But during Death in Heaven, it dawned on the Doctor through conversation with Missy that this looming title he had chosen for himself wasn't about being perfect or infallible. He's not a hero, he's not a good man or a bad one: he's just an idiot with a box and a screwdriver helping people when they need it.
Does your character have a favorite person? If so, how would they describe that person? What do they like about that person? What do they dislike? If they don't have a favorite person, what would they look for in a favorite person? What traits would draw them to another person? What traits could they tolerate that others might not be able to?
Because of the extremely long life that the Doctor has lived it's fair to say that he's amassed an extensive list of favourite persons. So it might be easier to focus on the qualities that the Doctor looks for in a potential companion or favourite person instead.
The Doctor is inherently drawn to people with a sense of adventure. He's drawn to people that are not necessarily brave, but have a sense of curiosity to learn more about the world beyond what they know. I'd say he also looks for qualities that are ones that he may not necessarily have himself. For example, he referred to Clara as his 'carer' - she cared so he didn't have to. It wasn't so much that he doesn't care because he does and deeply, but Clara simply thought about things in a different way than he did. If he was more pragmatic, she was the heart. The same could be said about Bill. Bill brought about a sense of wonder and lightness to his life that he desperately needed atter experiencing grief and loss. He looks for people who are are a grounding anchor as much as they are a person who can enjoy adventures with him.
What has your character's arc been like so far? How have they developed from their first appearance to their canon point?
When the Twelfth Doctor first regenerated, he was stern, rude and borderline ruthless at times. It seemed like after discovering that he hadn't, in fact, killed his entire race, that he no longer had to overcompensate for all the guilt and self-loathing that he had towards himself. Said fresh start resulted in him struggling for a fairly long time with understanding his own motivations and morality.
When he realized that all he was really doing was traveling through the universe to help people, he loosens up and we begin to see more of the silly, awkwardness of the Doctor's alien nature. We watch him get closer to Bill and find in her what he hadn't had for a very long time: a granddaughter. But by the time we get to his canon point, we see him becoming more and more jaded again about the point of going on and regenerating. He's tired of losing people important to him and having to make the hard choices when there's only hard choices to make.
How would you like to continue your character's arc in the game? How would you like them to develop? What would you like to have them accomplish?
The canon point I've chosen for the Doctor means that he hasn't quite yet come to terms with regenerating or what he considers "dying" and he believes that he's lost people important to him again. He'll likely fall back on older habits (ie. being more pragmatic about the loss of one life in favour for others), but he's still come far enough that it will be a very difficult choice for him to make. I imagine a lot of internal struggle on his part because a war will mean that there will be loss of life. He might withdraw on himself again so he avoids losing people, but I don't want him to lose his compassion and kindness which are this regeneration's defining traits. I am interested in seeing how he develops in a world that is at war. He'll want to help in any way he can, but I'd be curious to see if he falls back into his old warrior ways or help those around him through other avenues. CR wise, he's always been eager to learn about others around him, but if there are others who can help him get back to the true touch point about life always moving on and that it's okay to move on, that would be amazing.
